Emergency response & recovery
Scenarios are very effective tools to use in emergency response and recovery exercises. They present the hazard and risk in terms that make the event REAL for participants. Major scenario-driven exercises include the Golden Guardian series in California. In 2007 many state agencies participated in an exercise based on a repeat of an earthquake on the San Andreas fault in northern California. In 2008 the exercise used the Great ShakeOut scenario, a simulated, catastrophic 7.8 magnitude earthquake along the southern portion of the San Andreas Fault.
Another example of scenarios in an exercise include testing the NEHRP agency post-earthquake investigation plan through a series of scenarios.
